Department Overview

In the insurance industry, the role and expectations placed on IT are growing increasingly significant. Within the IT Planning Department, we provide comprehensive support for Rakuten General Insurance Co., Ltd.'s business by executing, promoting, and managing the progress of development projects.

Furthermore, as a non-life insurance company within Rakuten Group, Inc. we play a vital role in providing security and peace of mind to Rakuten members through collaboration not only with other insurance group companies (such as Rakuten Life Insurance Co., Ltd.) but also with various other companies and services across Rakuten Group, Inc.

Position Details

We are seeking Project Manager (PM) to oversee the development of both new and existing systems related to our non-life insurance operations. Your primary responsibilities will include:

- Project Execution: Steadily executing development projects in accordance with project governance standards and development management manuals
- Project Facilitation: Coordinating with other projects and managing schedules to ensure efficient and smooth development processes
- Business Alignment: Acting as a representative of the IT department, communicating closely with business units to understand their requirements, and driving projects to completion while refining business requirements as necessary

- Vendor Management: Managing costs, schedules, and resource allocation with development vendors

Work Environment

Information Technology Division is composed of two teams, the IT Development Department and the IT Planning Department, with a total of 34 permanent employees. We also work with approximately 50 to 100 contractors from partner companies who primarily handle development tasks. 80% of our permanent employees joined us mid-career. Many come from outside the non-life insurance industry, so we provide full support for those without prior industry experience.

Our primary development language is Java, though COBOL is still used for certain systems, such as our core systems. For databases, we primarily use Oracle and MySQL.

Mandatory Qualifications:

- IT Project Management and Lifecycle Management skills
- Project Management experience (3 years and over)

Desired Qualifications:
- Experience in managing business system development projects for financial institutions (experience in the non-life insurance industry is a plus)
- Experience in legacy system modernization/migration projects
- Knowledge of information security
- Experience in leading large-scale projects involving multiple departments and stakeholders
